Luis P. Perez

Technical Product Leader

AI/MLDataCompliance & RiskFintech

I turn complex, high-stakes domains into products and systems people can trust—from real-time risk decisioning and compliance platforms to ML detection and foundational data products. I’m now extending that background into GenAI and agentic systems through context engineering and hands-on building.

The throughline

A career built around better decisions.

AI is an evolution of the work—not a reinvention. Each chapter has added a layer of technical depth to the same core challenge: turning complex signals into useful, explainable action.

Selected impact

Evidence over adjectives.

Six examples of the product judgment, technical fluency, and cross-functional leadership I bring to consequential systems.

01 / RISK DECISIONING

Replaced a rigid transfer constraint with progressive, risk-based KYC.

Led the product organization that moved more identity and risk decisions into the real-time transaction flow, enabling eligible customers to send higher values while applying friction where risk justified it.

Xoom / PayPal
02 / COMPLIANCE AUTOMATION

Found a screening configuration that improved suppression by ~90%.

During a major PEP database migration, identified a persistent entity identifier, formed a matching hypothesis, and validated it with a controlled batch—preventing a major analyst-review backlog.

Block / Square
03 / ML PRODUCT

Moved enforcement from heuristic-only rules toward ML decisioning.

Set the strategy, evaluated multiple models, independently analyzed score stability to address customer-experience concerns, and helped productionize a conversion-propensity model.

Disney
04 / EXPERIMENTATION

Reduced time-to-learning from 12 weeks to 3.

Questioned a slow measurement approach and initiated a predictive proxy metric with Analytics, allowing paid-sharing experiments to reach decisions 75% faster.

Disney
05 / DATA ARCHITECTURE

Helped define a common model for heterogeneous financial data.

Partnered with the CTO to standardize individuals, transactions, payment sources, and accounts—giving compliance teams a consistent foundation for monitoring, querying, and investigation.

Beam Solutions / Jumio
06 / DATA PRODUCTS

Own the roadmap for foundational identity data assets.

Translate the needs of Data Science, ML Engineering, and Analytics into discoverable, reusable products spanning identities, accounts, profiles, and devices.

Experience

Technical depth, built over time.

From provider APIs and payment orchestration to enterprise compliance platforms, ML-powered decisions, and data products for technical teams.

Disney
Senior Product Manager2025—Present

Identity data products; previously Paid Sharing detection. Own product strategy for foundational data assets used by DS, MLE, and Analytics. Previously led ML experimentation and enforcement strategy, including productionizing an ML-driven decision model.

Block / Square
Technical Program Manager2020—2025

Compliance technology. Joined as the first TPM in a growing organization and translated requirements across Compliance, Legal, Product, Operations, and Engineering into roadmaps for screening, monitoring, reporting, remediation, and case-management systems.

Beam / Jumio
Head of Product2019—2020

AML platform and financial data. Owned the company roadmap with a product designer, helping shape a standardized data model and a more usable investigation and query experience for non-technical compliance teams.

Xoom / PayPal
Group Product Leadership2014—2019

Risk, KYC, payments, and people leadership. Built and managed a four-PM Risk Product organization spanning real-time KYC, internal operations tools, bill payment, and platform modernization.

BlueKite
Head of IntegrationsPre-acquisition

International payments integrations. Read provider API documentation, translated partner needs into repeatable technical requirements, and bridged commercial discovery with implementation before Xoom acquired the company.

AI, data & technical leadership

Close enough to the system to ask better questions.

I work at the boundary between product, domain expertise, data, and engineering—hands-on enough to investigate, prototype, and reason about implementation choices.

Decision systems → agentic systems

My GenAI work builds on years spent shaping systems that retrieve signals, apply policy and models, manage uncertainty, support human judgment, and produce auditable outcomes.

I am an experienced technical product leader with ML, data, risk, and compliance depth—deliberately building toward GenAI product leadership, not claiming production GenAI experience I have not yet earned.

Technical builder

I build to learn.

My independent automated trading and backtesting platform is where product judgment meets hands-on systems work: modular broker integrations, automated execution, performance analysis, parameter experiments, and ML prototypes.

Leadership

Products move when people align.

I’ve led PMs directly and brought executives, domain leaders, and technical teams together around decisions where customer outcomes, risk, and system realities collide.

Built PM teams

Hired, developed, and managed up to four Product Managers across local and distributed teams.

Grew leaders

Promoted a PM into people management and coached team members around individual strengths.

Owned company roadmaps

Served as Head of Product at an AML startup, prioritizing across the full product and engineering organization.

Aligned complex systems

Led across Product, Engineering, Compliance, Legal, Operations, Data Science, MLE, and Analytics.
